The Ministry of Urban Development selected cities for funding based on a competition-based method. Cities are expected to compete with other cities within the state.
Muzaffarpur, Bhagalpur, Biharsharif and Patna were the proposed cities within the state. The initiative to equip 100 cities across the country with basic infrastructure and upgrade the quality of life by harnessing information and communication technology in service delivery began with proposed plans for development.
